Is Tinker available in CI4?

Hi,
I read an old post (2020) saying the Tinker feature has been included in CI4 but that was a way outdated post as i could not locate any other related posts. I tried searching the internet and also the CI4 documentation which yielded no results (not any that was helpful). Perhaps its available under another name? My question is the Tinker feature available in CI4? Please assist in directing me on how to use it, if available..

1. install "psy/psysh" via Composer
2. install Console.php in your "app/Commands" and fix the namespace
3. run "php spark console"
