commas in URLs

In config/config.php, $config['permitted_uri_chars'] is limited to the characters

Is there any particular reason why ',' (comma) should not be part of that list?

I think it's just because commas aren't generally used in URLs so in the interests of security they've been disallowed by default. That doesn't stop you adding them to your own config file and using them yourself though.
