Linking Javascript

I have used a lot of hours trying to link JS libraries but with no avail
I have JS in

web-root/learnci/libjs/

where learnci is folder with system and CI_user guide

I cant get them link. After sometime, thank God it came an idea to link to google ones and they work fine.
So how do you link them in CI?

You may find it helpful to use the google cache for jquery. Alot of sites use the cache version, so people already have it in their browser cache.
