I've used fancybox before. I don't think you want to use the anchor_popup() function. If you use the anchor() function, and in the third parameter make sure any attributes (such as class, rel, and target) are correct, it should work just like html. To use a form in FancyBox, I remember having to use its {type: iframe} option.
