Need help reagrding image as anchor

Hi all,i try the following code

echo anchor('admin/conf/edit/'.$list['id'],'<img src="'.base_url().'/img/Edit.gif" width="32" height="32"/>',array('title' => ''));

I got it from Image as anchor

It doesn't show the images instead only grey colour..

error
