Looking for lists manager

Hi,

I wonder if somebody can help me to find a script ,application or a module that does the following :

1) a user can create a new group
2) then he can search members ( using search form say by member name)
3) then he can add those members to his new group.
4) and he can manage his group's members (i.e. add/remove)


I think the key points here are :

A : you have a search form
B: the results of the search form (i.e. the rows) could be selected (one or more rows) and then an action (i.e. add selected rows to a group)
C: user(s) can manage their lists .
