Segmented urls not working

I have the same problem as the author of the topic.
Set up
$config[’uri_protocol’] = “PATH_INFO”; and
$config['index_page'] = "index.php?";

As it was recommended. But this does not help

Strange enough, but CI works well on one of my IIS-installations without these changes. But does not work on another IIS with proxy. Is this a proxy that cause makes trouble?
(proxy is disabled for localhost, and should NOT play any role actually)

I tried all the combinations
'AUTO','PATH_INFO','QUERY_STRING','REQUEST_URI','ORIG_PATH_INFO'
But segmented URLs do not work
