Phil Sturgeon's Template Library doesn't load config file?

This feels like a strange one to post considering this library has been around for some time and no one else has had this problem, but the Template Library is not loading its config file. The file is located here:

I've messed with obvious values in the config file like $config['title_separator'], and the results aren't reflected in the output. The library is apparently just assuming its default values.

As I've tried to debug it, I've looked for the place in the Template.php library file where the config file is loaded, but I can't even find that. Is it missing or am I just a dunce here?
