packaging CI into an rpm

With the changed directory structure of 2.0.x in CI I'm considering packaging CI into an rpm to make it easier to centrally deploy & manage.

From reading the Linux Filesystem Hierarchy Standard (FHS) it seems it could be installed into /opt.
Do you agree ?
Is contributing the .spec file somewhere worth it?
Where should the .spec file go?
