People who don't have the knowledge should get the knowledge

These days modern programmers pull bootstrapped files like what you are describing from git repos or using composer. Codeigniter is a programming tool, not Wordpress. Make a startup repo for yourself & share it with people if you want; create a Symfony console to handle config & schema if you want; don't make a "spoon feed install wizard"

CI has enough people who can't even figure out how to install it.
