This is how you set it up for the Environment Variables:

NOTE: XAMPP should be installed in c:\ root ( c:\xampp ) otherwise it does not work right.

1) Control Panel
2) System and Security
3) System
4) System Properties Dialog - click the Environment Variables buttom.
5) Environment Variables - bottom System variables - Path add yours - c:\xampp\php;C:\xampp\htdocs;

Make sure every path that you add ends with a semicolon.
