I know its a bit of a simplistic answer:

have you tried putting a fresh copy of CI 1.6.1 in a subdirectory of your install and testing it with a simple controller that has a method echoing 'hello world', don't attempt to autoload anything (and of course remembering to set the default controller)


as a blank page is not much to go on.
