Session Wont Set on IE7

Linux and MySql seem also to report the same time. Windows pc has the time sync as well to time.nist.gov and manually confirmed it.

When I upgraded to php 5.3.0-2 it threw warnings about the time zone a few weeks ago not being set so I set it in the php.ini.
