I think we have to be careful not to make statements based on assumptions.

First, there is no relation between a cookie and a 404 response. That is a code issue, and needs to be solved there.

If there are cookie issues, 99,9% are related to improper configuration. Historically, there's been a lot of misuse, so modern browsers are implementing more and more restrictions to how cookies can be used. Which means it becomes more and more important to make sure you follow the RFC's when it comes to configuring cookies. And at the same time deal with browser specific oddities like not using an underscore in the cookie name because IE doesn't like it.

If the end user has disabled cookie support in the browser, there's nothing you can do about it server side, in which case your ton of other enterprise websites won't work either.

And Fuel's session class is highly superior to CI's library, and written from scratch. You can not compare the two.

If you have the same issues there, it only strengths my idea that it's a configuration issue (either server or client side).

(besides, I haven't seen a ticket about this issue, so if you feel the framework is at fault, create one describing the problem, and adding your config and use case).
