A generator is like drewbee suggested a script that runs before the actual code can work so lets say we call the script init.php. so all your client has to do is put the package you give him on his server and then he has to go to the clientsite.com/init.php. In that script you can put everything that is needed to get the site running.

The best thing to is use php native code instead of the CI classes but you can use the CI config files.
