any suggestion for mail system(admin) part.

yeah..i know.i do have that.but im blur with the flow..it is like mailChimp actually.but mine is lil simpler.. how can i send it w/o admin has to (submit). let say for merry christmas, this email will be send automatically .. n wat shud have in controller to detect who will be celebrating merry christmas from DB n send as mail to all..hope u get it..sorry my english is not good.
