Need a new laptop, but what kind?

I need a used laptop to run window 8.1. I plan to develop an app with phonegap but I have no idea what processor I need. I see a Dell latitude 2100 for $80. Cheap enough. Anyone know the min processor and speed needed for running phonegap at a reasonable speed? I have a good laptop for my job but I really can't load anything on that one. I run Windows 7.1 on my desktop development pc and have some travel coming up for work.
