If this happens when you are editing CSS it's probably because the browser "thinks" it already has the style sheet. In other words, it is using cached files instead of loading from the server. Usually, a forced page refresh will cause it to re-read the CSS files. How to force a refresh depends on your browser. And some browsers have a mode where resource caching can be turned off.
