You don't need a flex plugin, flash or Air is enough

So you don't need flex at all, just create a flash movie which can show word docs and pdfs without having to rely on the browser settings, if you load the file in an iframe for example.

update : A quick google search taught me you can't show pdf in flash but adobe offers flashpaper which lets you convert pdfs and office documents to show in a flash movie.
