Otherwise, your public/ will be like a regular folder on the hosting.
Without job of the framework. All requests will be sent through the new example.com/ci4/ folder

In that case, I don't see a solution.
You can't have one URL (example.com) for index.html (SPA) and index.php (CI 4).
You can specify exactly in the browser to open index.html and this will open the SPA as example.com/index.html
