Yes, it's cross-platform.

You just need a web server, like Apache or Lighttpd, that has the PHP parser installed. You can do this in Ubuntu, no problem.

I use Fedora, Apache, PHP, Mysql installed on my laptop as my development environment. I also occasionally use my Windows, Xampp desktop but I have more control over the system and aspects with my Linux as the platform without jumping thru hoops besides I mainly develop for Linux environments why not develop in one. On both Platforms though I use Komodo Edit with some nifty plugin addons.

Xampp works on ubuntu as well. It's a hell of a package if you ask me.
