DB Util csv_from_result() unexpected behaviour

Hi, yesterday I posted this: http://ellislab.com/forums/viewthread/114234/, during the discussion I've came to conclusion that it seems to be some incorrect DB Util method behavoiur...

So would somebody explain what's the decision of this?
