Typography format_characters not working as documented

I've been playing with the typography class recently. I use a WYSIWYG editor so I don't want the all the auto formatting capabilities of auto_typography. I just wanted to clean up the quotes, ellipsis, etc.

What I'm noticing (and now seeing after reading the code) is that the section that protects quotes inside an html tag is in the auto typography class, not within the format_characters class. The documentation indicates that quotes inside html tags will be protected in format_characters but format characters does not protect them.

I am planning on writing an extension to remedy the issue.
