How to send a link to controler?

Hi everybody! I have some problem need your helps. How can i get "http://nhipsongso.tuoitre.vn/Index.aspx?ArticleID=395044&ChannelID=67" from url "http://localhost/LA/index.php/welcome/news_detail/http://nhipsongso.tuoitre.vn/Index.aspx?ArticleID=395044&ChannelID=67"? I used uri class but it not effect, and i have a bad solution that replace / into a word (ex: "lorem") and ? (ex: "ipsum"). Then in controler i'll replace "lorem" into "/" . Could you give me any advises? Thanks!
