First I made an asset folder to my codeigniter folder. The asset folder must consist of 3 folders. (css,img,js)
After that, make a css file inside the css folder then call it to your view file like this.
<link rel="stylesheet" type="text/css" href="./../../assets/css/stylesheet.css" media="screen" />
