Codeigniter 2.x - .htaccess not working with PHP FastCGI

I was happily running a site using CI 1.7.3 with FastCGI and a set of rewrites in .htaccess.

After upgrading to 2.1.3 I can't get the .htaccess rules to be recognized at all. I tried all settings for $config['uri_protocol'] in the config file but I either got a 404 or it just redirected to the home page.

I've managed to get the site working by running it under Apache's mod_php, but this means I'd need to set folders to 777 to write to them.

Any suggestions?
