re-route with optional argument. possible bug??

http://localhost/<project>admin/foos does link to $route ["admin/foos" ] = "admin/hello" ;(which is not define in route) and i think will not link to
$route ["admin/foos/(:num)" ] = "administered/hello/$1" ;
