Why CodeIgniter doesn't come with pre packages

A couple of reasons - CI4 is brand new and hasn't had time to develop an ecosystem around it much. But second, and possibly most important - CI is run entirely by a small handful of volunteers, and does not have a full-time staff like Laravel (which also had corporate backing prior to Taylor going full time).
