Reinstall xampp it may be corrupted, I use it and have never seen that error message.
XAMPP should be installed on your C: root directory. What did you Try? What did you Get? What did you Expect?

still the same, every time php spark serve is run the rewrite.php file is missing. any other way to solve it?
Not that I know of, Users on here have never had that problem with xampp.

Gw juga ngalamin error ini, dan ternyata penyebab error ini adalah antivirus. Lu coba cek antivirus lu, kalau ada rewrite.php di quarentine, coba dikeluarin. Kalau udah dikeluarin dari quarentine, jangan lupa juga untuk di exclude biar gak masuk quarentine virus lagi. Semoga membantu.
There was a bug report once for this issue but we cannot reproduce it as it is a very edge case. The only way I can think of is maybe your antivirus is flagging and intercepting this file.
