Internationalization - how to translate the whole page?

Hi Guys,

How can I translate the whole page if I click a link for example "Dutch" then the whole text in the page will be translated to that language.

I've read CI's internationalization manual and it looks like its for error messages only. Maybe I'm wrong. Sorry because this is my first time using CI's internationalization.
