CI 4: slow when running through Apache in XAMPP

i have a working Development environment for CI 4 now.
as a newbie, want to know about why it is taking some time (nothing changed / add anything in its Folder) when running through Apache (XAMPP) but when used through "php spark serve" and accessing page through http://localhost:8080 it is loading in a second or less. 
first i thought its folder size is approx. 18.5 MB that's why it is taking time to load all stuff but with "spark" it is loading very fast. 
so, what is the recommendation for my development needs and also for production (sorry asking for Production as per my knowledge level)

It is most likely a xampp setup issue.

yes, i am on Windows 10 machine and using XAMPP ver. 3.3.0 portable.

I'm using mamp on my mac and I've had no issues so far, setup has been very pleasant.

For windows I'm using the windows version of mamp.
