Do you have another idea to access the news that are files and it is in a sub-folder in CodeIgniter framework in the production server?

None, other than to send them to a page that redirects them to the download and gives them an option to get back to where they came from again.

Ok, on production server without base_url() it works! Like you TheFuzzyOne and pistolPete said I don't use anymore base_url(). So I would like to thank you all to helpe me to find this solution.

I didn't suggest that, as I was still trying to grapple with why you needed to use url_fopen to retrieve your files. However I'm very glad you got it sorted.
