freakauth problem

i am running ci, apache, on windows using freakauth for security.
when i try to logon, I get

You don't have permission to access the directory

error.

what am i doing wrong? I have not tried to remove the need for index.php

sounds like you may have deployed FA in the wrong place. Can you post your directory structure and we can see where you have put it.
