Running functions is out of the question because it means you need to load each controller to call the function.

With annotations you just read the files and get the information from it you need.

I agree that navigation isn't something that normally changes a great deal but we work with sites that are updated regularly with new functionality on both user side and administrator side. So a neat solution for easily adding and building menu trees is required.

At this point a DB solution with a GUI appears to be the neatest way to go BUT it would be nice to have a neat PHP alternative where the navigating is built dynamically directly from definitions in the controllers.
