Problem with loading image and css file in the browser

I create a directory in my web root address and name it css and one for images but I can't load my images from there using base_url() function I run codeIgniter on windows XP and I don't know why .htaccess file don't work,please help me to solve my problem

do you get http://yourdomain/images/2.jpg?
