My friend and I are starting a website offering services to local businesses charging them x number of dollars per month. I asked my friend if we should develop the site with CodeIgniter and he said that the licensing doesn't allow for something like that. Is this true?

This question has been answered 12.5 times in this forum (give or take). My interpretation is that you can develop anything you want for commercial reasons with CI with no requirements for contribution or linkbacks.

You see the 6 lines Brian quoted, that's the entire thing. You've likely spent more time on this thread than you would have actually reading it. That said, here's a tip which you'll probably ignore but I'll give it anyway... If you're starting a business things like ensuring legality are actually worth doing yourself because when you're getting sued, "some guy on the internet told me it was ok" won't get you very far.

Wow, you're an ass. According to my word-processor the entirety of the license agreement for CodeIgniter is 2,511 ASCII characters, or 380 words, or 28 lines.

I generally leave flaming to my past...but damn, if reading 380 words is too big of a deal for you then I suggest you change career paths to something that does not require literacy or effort.

...falling down, perhaps. No, you have to stand up first - go for 'sitting'.

On the upside, we're all now well aware of the fact that you want other people to do your work for you. Good luck with that.
