Do I have to be fluent with PHP and MYSQL to start using CI

Hey there guys. I have a question and would love for someone to answer if they could. So I've been working with PHP for 1.5 years and I can read it and know what everything does but I cannot write it, well at least applications and so forth. I also have experience with databases such as mysql. Would I have to be fluent with PHP&MYSQL; before I begin using the CI framework?

I am a expert with wordpress, css, html, and somewhat of drupal. <-- So you can get an idea

Even people with some PHP experience still need to refer to the userguide and mysql documentation from time to time, start slow and then research things you want to build on (more database use, sessions, etc).

If you start slow and use the guides as help it will teach how how to properly use CI, it isn't JUST PHP
