403 error when trying to access index.php

I can't access CodeIgniter/index.php/ without getting the 403 error. I tried changing $config['uri_protocol'] values but that didn't seem to help. Any ideas as to what I did wrong?

Looks like the folder permission was set to 0700. I changed it to 0755 and it works now. Was this a bad idea?
