Changing the Database Error message

Codeigniter uses the application/errors/error_db.php file to display any errors when the database has a problem. In a live environment i don't want this to show, I want it to display our own 'Oops, we've had a problem' page and send an email or SMS to the system administrator to advise.

The error_db file is more of a view than a controller tho - does anyone have any suggestions as to the best way to change its behaviour - I'm assuming there must a be a central point for these things.
