Not rending HTML email

I'm trying to find out why that after the registration form is completed and an email is sent to the user thanking them for registering the email is loaded as text when I have the mailtype set to html. I know this is for sure because I echoed the value just to verify.

Here's the email view page that gets loaded. It echos all of the html without rendering it.

Anybody see why its not rending it?
