You can't because you can't manually load a controller. That is handled automatically by CI and it will only load the needed controller based on the requested URL (or defined route). If you have things that you need to do that are in common between multiple controllers, put them in a library or helper and use that from each controller.
There are ways to extend CI so you can call controllers from other controllers, like HVMC. Search around for it.
