No, it's not discontinued, you can get dev version of 3.0 from CodeIgniter GitHub page.

Why they haven't released it yet is a different question, but if you look for forum topic "is codeigniter dead" (or something in these lines) you can see few questions answered by EllisLab via email.

Yes, there is a dev version, but it is only that a dev version, is it planned to make a stable release at some point?
Furthermore, I have read that it is not being developed by EllisLab, but by a single developer. Is that true?

Don't hold me to it, but I think other people are contributing as well, it's just one guy who manages all the merges.

And I don't think they spend all this time on fixing the bugs and not planning to release it.
