Pass national characters from form to controller

Hi

I detected that I am not able to pass national characters into my controller. I've attached a screen- when I am sending cyrillic character, array item is empty.

In log file I see entries:
ERROR - 2013-10-26 19:45:49 --&gt; Severity: Notice --&gt; iconv() [<a href='function.iconv'>function.iconv</a>]: Detected an incomplete multibyte character in input string Y:\home\localhost\www\Meetings_site\system\core\Utf8.php 89

So, I assume something is wrong with settings, but I can not understand what exactly....


Please help me to resolve this problem

However I detected the same problem using DENWER. software (also local webserver, mysql and php)
So I think the best resolution will be to use another local web server software.
