[1.6.3] Language Helper missing

Hi guys,

Long time fan, keep up the amazing stuff!

In ellislab.com/codeigniter/user-guide, you make reference to a language helper, however this is missing from the download package, both system/helpers and user_guide.

Forgot to package it up?

It's changed after it got out. If you downloaded the new release on the first day it's possible it hasn't been added yet.

First they put it in the language library itself, but after my whining they moved it to a helper
