Once this is working, move the script down until the blank screen appears again.

Perhaps also temporarily rename .htaccess file.

<?php // index.php

echo __file__ . ' : ' .__line__ ; die;

I added the lines right at the top of index.php and the result is still a blank page. Makes me think that the problem could lie on something fundamental.
Try adding a very simple index.html file and see if that works. If it does not render than the site is not set correctly.

Did you try temporarily renaming the .htaccess file?

The simple index.html file works. I tried renaming the .htaccess files but the site still shows a blank page.

Confirm that the server is set up to execute PHP files. Change the name of CodeIgniter's index.php temporarily. Then change the name of the index.html that worked to index.php - does it still now?

Yes. index.php works when it is executing the simple script.

I'm guessing that there is a syntax error in the index.php file that has just been renamed.
Add the following to the new index.php:
PHP Code:
<?php
declare(strict_types=1);
error_reporting(-1);
ini_set('display_errors''1');
echo
__line__; die;
Call index.php, ensure the line number is displayed correctly then gradually insert the script from the problematic index.php a dozen lines at a time until the blank screen reappears.
download and make your system directory strict

I suggest you replace the existing CodeIgniter index.php with a fresh copy from the distribution download. Save a backup of the one being replaced so you can see what, if any, changes you need to make to the fresh new file.

I tried that and the blank screen started as soon as i included the first line from original script

define('ENVIRONMENT', isset($_SERVER['CI_ENV']) ? $_SERVER['CI_ENV'] : 'development');

does that mean there is something wrong ith the server? should i contact my server and heck if they are compatible with codeigniter?

This is why I suggested replacing the main index.php file with a new copy from source download.

A blank screen is a common outcome when there is a byte-order mark (BOM) at the start of a .php file.
A fresh, clean file is often the easiest way to fix a bad file.
Make sure you are using UTF8 encoding for your script files.

Try leaving the debug script in place except for die;

Paste the recommended index.php source and do not change anything except remove the inserted <?php line

Error messages should appear stating invalid system and application paths.

Please supply the full index.php script so other users can test on their local computers.

After replacing it with a fresh copy, the blank screen appears. From database.php it shows 'char_set' => 'utf8', is that correct?

Sorry but I am a bit confused. Do you mean placing these lines in the original script 1 by 1 line at a time and checking for errors?

declare(strict_types=1);
error_reporting(-1);
ini_set('display_errors', '1');
echo __line__;

The blank screen appears when the line "declare(strict_types=1);" is included

<?php
define('ENVIRONMENT', isset($_SERVER['CI_ENV']) ? $_SERVER['CI_ENV'] : 'development');

switch (ENVIRONMENT)
{
case 'development':
declare(strict_types=1);
error_reporting(-1);
ini_set('display_errors', 1);
echo __line__; die;

but when I remove the line "declare(strict_types=1);" as below, the correct line number is displayed

<?php
define('ENVIRONMENT', isset($_SERVER['CI_ENV']) ? $_SERVER['CI_ENV'] : 'development');

switch (ENVIRONMENT)
{
case 'development':
error_reporting(-1);
ini_set('display_errors', 1);
echo __line__; die;

Does it mean anything or is it normal?

No. Let me know the CI version and I will supply the complete contents of index.php when I am on my desktop, which should be in about an hour.

Edit:

To find the CI version, search the Codeigniter system directory for CI_VERSION. Your editor should be able to search recursively  every sub-directory

Edit:

Paste the following script into index.php and let us know the results - there should be two errors stating incorrect system and application paths:
PHP Code:
<?php
// DEBUG START
  declare(strict_types=1);
  error_reporting(-1);
  ini_set('display_errors''1');

  echo '<br> DEBUG START';
    echo '<br> Source ==> <b> CodeIgniter-3-1-9/index.php </b> ';
    echo '<br> Corrected: invalid second ini_set() parameter';
    echo '<br> phpversion() ==> <b> ' phpversion() .'</b> ';
    echo '<br> DEBUG END';
  echo '<hr><hr>'
// DERBUG END
